Range & Building
I. GENERAL RANGE RULES for the CHATHAM CO. LEOA Range
- Current members, in good standing, their immediate family members (spouse and children) and law enforcement agencies who have met the guidelines set out by this Association, are eligible to use the CCLEOA Range. A member, in good standing, must be present with and responsible for any family member/guest using the CCLEOA Range or Building.
- No alcoholic beverages, illegal drugs or impairing substances are allowed on the Range at ANY time and no one consuming alcoholic beverages, illegal drugs or impairing substances will be allowed on the Range at ANY time.
- When a member, agency or other approved shooter is using the range, he/she must have a cell phone or communicating device on them at all times.
- Members or law enforcement agencies using the Range will be responsible for cleaning the Range and the Building after use. Members are not to leave any bagged trash or other garbage/trash (brass) on the Range or the premises.
- The safety rules MUST always be followed.

- No firearms training or shooting will be scheduled on the CCLEO Association’s regular meeting night or on Sunday prior to 1:00pm.
- Any member found violating the CCLEO Range Rules may lose his/her range privileges and/or membership privileges.
- Use the Target Stations to staple targets to cardboards. CCLEO will supply cardboards, targets, clips and stapler w/staples only for members; as long as they are available. We will restock as necessary but to insure you have what you need; you can bring your own. All unused supplies & cardboards are to be left on or at the Target Stations inside the building.
- On limited occasions and with a prior vote of approval by the membership, at a regularly scheduled meeting, and documented in the minutes; the use of the range area may be rented for other than range uses. On these occasions NO firearms will be allowed on the Range, loaded or unloaded. The Range will not be considered to be a “Range” during this time.
- There will be NO illegal activities on ANY CCLEO premises.
- Hours of Operation: Monday thru Saturday 8:00 am until 10:00 pm and Sunday 1:00 pm until 10:00 pm.
- The “LIVE FIRING RANGE” sign, at the entrance of the CCLEO Association premises, shall be turned towards the driveway as to warn others that the Range is in use & caution should be taken as you enter. After use of the Range and before leaving the premises; turn the signage to the appropriate side and return the Red Flag to its container
II. CCLEOA’s BUILDING & PREMISES USAGE POLICY, RULES & FEES
- Any member of the Chatham County Law Enforcement Officers Association, in good standing, agency or outside organization may request to use the building; subject to availability. Requests to use the building must be made to the Sergeant of Arms and the rental fee, deposit, contract and proof of insurance will be handled at our regularly scheduled meeting or other time as agreed upon by the renter and any officer of the CCLEO. The Sergeant of Arms will be notified of these arrangements and update our online calendar. (A member in good standing is a member that is current with their membership dues.) - The CCLEO building will not be rented or scheduled for other uses on the nights of the Association’s regular meetings.
- It shall be the responsibility of the individual, making the request for use of the building, to make arrangements to pick up and return keys that open the gate and building and ensure the building and gate are locked when leaving the premises. The member/renter or at least one CCLEOA member, in good standing, must be present throughout the entire time the building is occupied.
- The consumption of alcoholic beverages is allowed during private functions when the CCLEO building is not being used for law enforcement training or otherwise prohibited by the Board of Directors.
- The consumption of alcoholic beverages is not prohibited during Association meetings. If a member chooses to consume alcohol during any CCLEO Association meeting, he/she must put the alcohol in a cup, glass or can cozie; alcohol bottles or cans will not be allowed to be displayed before, during or after a CCLEO Association meeting.
- There will be NO illegal actions or events on the Chatham County Law Enforcement Officers Association premises.
- All supplies (including the drink machine, items in drawers & items in both closets, etc.) within the CCLEO building are the property of the Chatham County Law Enforcement Officers Association members. Therefore, the person renting the building shall be responsible for ensuring there are adequate quantities of all supplies needed by his/her guests
- The building, range & adjacent areas must be returned to “as found” condition prior to leaving the site, including:
- All trash, leftover food, drinks, etc. must be removed from the premises.
- Floors must be swept and any spills, tracked in debris, etc. wiped up or mopped.
- Pots, pans, and utensils used shall be washed and returned to their rightful place.
- Tables and chairs shall be cleaned, as necessary, and returned to their “as found” arrangement. (Diagram on bulletin board. Not to be removed.)
- Heat and air conditioning shall be returned to “as found” settings prior to leaving the building and lights shall be turned off.
- The bathrooms and kitchen shall be left in the same clean condition as they were found.
- Any member found to be violating the Rules and Policies of Usage of the CCLEO Building or Range may lose his/her privileges to use the facility and/or lose his/her membership; whichever the Board of Directors deems appropriate.
- The Association will allow outside organizations to use/rent the CCLEO building on a limited and case by case basis; dependent upon the type of function at the building and only when approved by the Board of Directors and a majority vote of the membership present at a regularly scheduled meeting.(i.e. Boy Scouts, Girl Scouts or 4-H Club)
- A rental fee and deposit fee will be charged to members, agencies or organizations who wish to use the CCLEO Building for private functions. The rental and deposit fees will be set by the Board of Directors and voted into being by the members present at a regularly scheduled meeting and will be documented in the minutes. The established rental and deposit fees will remain a fixed rate for a period of one (1) calendar year beginning January 1st of the current calendar year until December 31st of the same year. The fees will be reevaluated each year. The fees are to be used to cover the cost of utilities and repairs to the building and range area.
- The deposit will be returned, within 10 days, by an Officer of the CCLEO Association after he/she has inspected the building & premises and made sure there was no damage done while in use, the building left clean and any & all garbage/trash removed from the premises.
- Rental of the Building does include the Range area. Therefore, when the building is rented there will NOT be anyone using the Range except the renters.”\ Rental of the Chatham County Law Enforcement Officers Association’s premises does NOT include the picnic tables, pasture or skeet range. They are not part of the CCLEO premises. That is private property.
- No pets are allowed on the CCLEO premises with the exception of a service animal. All signs of the animal’s presence shall be taken away with the animal.
III. REQUIREMANTS FOR LAW ENFORCEMENT AGENCIES using the Range
- There will be no additional fee charged to any Law Enforcement Agency, using the Range, if all members of the Agency are also members, in good standing, of the Chatham County Law Enforcement Officers Association.
- The Agency, wishing to use the range, shall notify the Sergeant of Arms of CCLEO to schedule the dates of usage for the Agency. Mike Copeland at ccleoanc@gmail.com
- The Law Enforcement Agency will be responsible for cleaning the range of all brass and any other debris, including disposal of trash and targets.
- The Law Enforcement Agency, requesting the Range, will use the range and facilities for official law enforcement training and/or firearms qualification.
- The Agency using the Range and/or Building is responsible for upholding all of the CCLEOA Policies and Rules. Failure to do so will result in loss of premises usage as deemed necessary by the majority of the Board of Directors.
- Usage of the CCLEO Range does NOT include usage of the Skeet Range across from our Building. That is private property.
IV. POLICIES, RULES & FEES FOR RENTAL OF BUILDING and RANGE FOR COMMUNITY SERVICE USAGE
- Only a member of Chatham County Law Enforcement Officers’ Association, in good standing (current on dues), can rent the Building and Range for their business to provide a community service.
- Rental of the Building does include rental of the Range area.
- No member shall use the CCLEOA Building and/or Range for any “commercial” purpose.
- If any member wants to rent the CCLEO premises for their business, to provide a community service, they have to first contact the Sergeant of Arms for building availability and get approval of usage granted by a majority vote of the Board of Directors and the members, at a regularly scheduled meeting. - If the request is approved, the member/renter/business owner shall pay a rental fee and a deposit fee on or before the date of rental. The rental fee and deposit fee shall be set by the CCLEO Board of Directors and approved by the majority of the members present at a regularly scheduled meeting.
- A member, renting the Building and Range, for their business to provide a community service, shall be limited to only 3 (three) weekend days (either a Saturday or Sunday) a month unless otherwise approved by the CCLEOA Board of Directors and a majority vote by the members present at a regular meeting and written into the minutes. This is to ensure the general membership has adequate access to use their facilities.
- The member/renter/business owner, or at least one other member in good standing,
- shall be present at ALL times while the building is in use. The renter is the responsible party and will be held accountable for any issues that may arise from their usage of the Chatham County Law Enforcement Officers Association premises.
- When used for a member’s business purposes the member/renter/business owner shall present a Certificate of Insurance (or rider) for the intended usage before the day of use. Failure to produce such proof of insurance will result in the member NOT having access to the CCLEO Association’s premises that day. A copy shall be kept on file.
- The exclusive use of the CCLEOA Building and Range will be available to all members on a “first come, first serve” basis.
- The member/renter/business owner shall also abide by all other CCLEO Association’s Policies, Rules and Contract for usage, as well as our Constitution and By-Laws. Failure to comply with all Policies, Rules and Contract for usage and our Constitution and By-Laws will result in the member/renter/business owner losing his/her privileges to rent the CCLEO property and/or loss of membership in the CCLEO Association.
- We do not supply targets, clips or stapler with staples for anyone other than members in good standing. (Bring enough supplies for your guests.)We do, however, have cardboards you & your guests may use. The cardboards are to be returned to the Target Stations inside the building after use.
- There will be NO Illegal activities, of any kind, on ANY CCLEO Association premises.
