Meetings & Meals:

  • Meetings & Meals are held at our CCLEOA Training Center the first Thursday evening of each month at 6:30 PM. (Unless otherwise notified)

  • The Board meets in open session from 5:30 to 6:15 PM

A. RANGE USAGE: Access to the CCLEOA Range, when available

Membership

MEMBERSHIP Requirements

Section 1.  The membership shall consist of those members, employed by, retired from, or formerly with the various branches of the law enforcement departments within the County of Chatham and the State of North Carolina; together with the judges, court officials, solicitors, probation and parole officers and supporting administrative staff. Membership shall be of three classes, i.e., “Active”, “Honorary” & “Lifetime.”

Section 2. “Active” members shall consist of those members, employed or retired, in the various branches of the law enforcement departments within the County of Chatham and the State of North Carolina; together with the judges, court officials, solicitors, probation and parole officers whether now in existence or hereafter formed. Also eligible for active membership are those officers retired from the above classes or retired from other or out-of-state Municipal, County, State or Federal law enforcement agencies at the discretion of the Membership Committee or the Board of Directors and shall be voted on, by majority of the Board of Directors and general membership present at a called or regular meeting.

Section 3.  “Honorary” members shall consist of former law enforcement officers, in good standing, supporting administrative staff to those listed above and others who are sponsored by a member, in good standing. After submitting an application of membership, he/she shall be voted on by the majority of the Board of Directors and general membership present at a regularly scheduled meeting. Notification of acceptance/denial will be made within two weeks of said vote. “Lifetime” Members shall consist of those members who have been continuous members for 30 years or more.

Section 4.  The dues shall be set by the Board of Directors and approved by the members present at a regularly scheduled meeting. Notice shall be given of intent to increase dues at a regularly scheduled meeting and voted on at the next regularly scheduled meeting. 

Section 5.  Membership Dues shall be due January 1st of each calendar year and paid no later than Feb. 15th of said year with membership running from January 1st thru December 31st of each calendar year. A member in good standing is a member who is current with his/her dues. Failure to pay dues will give the Board of Directors the authority and right to dismiss such member from the Association, after proper notice is attempted.

Section 6.  At any time, for good cause, the majority vote of the Board of Directors may cause to be deleted from the rolls of the association the name of any active or honorary member, who may be delinquent, or for other reason undesirable as a member to be continued upon the rolls.

Section 7.  If any member fails to pay their dues six months after the due date (July1st), and with no communication, is deemed to not have the proper interest in the organization and he/she will forfeit their right to membership. If application is made for reinstatement he/she must be voted in, by the majority of the Board of Directors and general membership present at a called or regular meeting, in the same manner that any other new member would be selected.

Section 8.  All new members shall receive a written or electronic copy of the Association’s Constitution & Bylaws, Policies & Rules for usage of the Building & Range, and Contract for Rental of CCLEO properties along with the Chatham County Law Enforcement Officers’ Association Firearms Range and Training Facility Range Rules. All members are required to follow the Association’s Constitution & Bylaws, Policies & Rules for usage of the Range & Building, and Contract for Rental of CCLEO properties as well as the Chatham County Law Enforcement Officers’ Association Firearms Range and Training Facility Range Rules as they are voted into being.

CONSTITUTION  AND  BYLAWS

 

ARTICLE  I

NAME

This organization shall be known as the Chatham County Law Enforcement Officers Association.

ARTICLE  II

PURPOSES

This organization is formed for the purpose of promoting closer cooperation among active, retired, and former law enforcement officers, correction officers, court officials and supporting administrative staff in the various branches of the law enforcement community in Chatham County, North Carolina; and for the further purpose of promoting the welfare and interest of all members to the end that the enforcement of the law and the administration of justice may be improved through the interchange of ideas, the study of new methods and a better understanding of the law and the means of enforcing the law, which will in turn enable the Members of this association to better fit themselves for the work to which they are dedicated in the law enforcement field; and through social and other means of fellowship to bring about better relations and better understanding among the members of this association.

ARTICLE  III

MEMBERSHIP

Section 1.  The membership shall consist of those members, employed by, retired from, or formerly with the various branches of the law enforcement departments within the County of Chatham and the State of North Carolina; together with the judges, court officials, solicitors, probation and parole officers and supporting administrative staff. Membership shall be of three classes, i.e., “Active”, “Honorary” and “Lifetime.”

Section 2. “Active” members shall consist of those members, employed or retired, in the various branches of the law enforcement departments within the County of Chatham and the State of North Carolina; together with the judges, court officials, solicitors, probation and parole officers whether now in existence or hereafter formed. Also eligible for active membership are those officers retired from the above classes or retired from other or out-of-state Municipal, County, State or Federal law enforcement agencies at the discretion of the Membership Committee or the Board of Directors and shall be voted on, by majority of the Board of Directors and general membership present at a called or regular meeting.

Section 3.  “Honorary” members shall consist of former law enforcement officers, in good standing, supporting administrative staffs to those listed in the Active list above and others who are sponsored by a member, in good standing. There will not be more than 20 “Honorary” memberships at any time, but there may be a waiting list held by the Chatham County Law Enforcement Officers Association’s President and a copy held by the Secretary.  After submitting an application of membership, he/she shall be voted on by the majority of the Board of Directors and general membership present at a regularly scheduled meeting. Notification of acceptance/denial will be made within two weeks of said vote.

Section 4.  “Lifetime” members shall consist of those members who have remained Chatham County Law Enforcement Officers Association members for 30 years or more, in good standing; OR for members with 15 – 29 years of continuous membership who have completed some extraordinary act towards & for the benefit of the CCLEOA and the Board of Directors deems (votes by majority) this member to be worthy of this honor. Along with this distinction, the member also earns the privilege of not owing membership dues for the remainder of their lives. All other rights of membership continue.

ARTICLE IV

OFFICERS

Section 1.  The officers of the Association shall be:

  1. President
  2. Vice President
  3. Secretary/ Treasurer (May be combined by vote of the Board of Directors)
  4. Treasurer
  5. Sergeant of Arms (May be combined with any other single office by vote of the Board of Directors)
  6. A minimum of Seven (7) members of the Board of Directors, including officers herein before specified.

Section 2.  The President, Vice President, Secretary, Treasurer, Sergeant of Arms and additional members of the Board of Directors shall be elected annually, by a majority vote of the members present at the annual meeting to be held in accordance with the provisions of this constitution as hereinafter set forth.

ARTICLE V

MEETINGS

Section 1.  The CCLEO Board of Directors monthly meeting will be held on the first Thursday of each month at 5:30 pm at the CCLEO Association Clubhouse followed by the regular meeting of the General Association members at 6:30 pm. After a vote by the CCLEOA membership, any meeting time or place may be modified.

Section 2.  The CCLEOA Board of Directors shall have at least one meeting each month for the purpose of transacting business that may be required of said Board. All Board of Directors rulings shall be made by a quorum of no less than 4 members.

Section. 3.  The annual election meeting will be the Thursday general meeting in December of each calendar year and at the regular meeting in January, of the new year, the new officers shall be installed.

ARTICLE VI

AMENDMENTS

Section 1.  No change, alteration, or amendment of this constitution, bylaws or any provision thereof shall be made unless first approved by the BOARD of DIRECTORS and then by a majority of the members of the Association in attendance at a regular meeting; as well as an agreement of the property owners. Before any constitutional amendment may be voted upon, by the membership of the Association, the amendment shall be proposed at a regularly scheduled meeting and voted upon at the next regularly scheduled meeting; giving the membership at least a 4 week notice.

ARTICLE VII

BOARD OF DIRECTORS

Section 1.  BOARD OF DIRECTORS: The Board of Directors shall have general management control of the business and affairs of the Association and may exercise all powers in regard thereto; except such as are, by law, expressly reserved to the membership present at a regularly scheduled meeting

Section 2.  Meetings of the Board of Directors. The Board shall hold a meeting at least once during each calendar month, at such time and place as they may determine and may hold special called meetings, as the President may consider necessary, at any time, upon call by the President or any two (2) members of the Board.

A.)  The Secretary shall notify all Board members of the time and place for the special called meeting of the Board of Directors at least 24 hours prior to said meeting; either written, e-mail or by phone, as necessary. This notification shall be documented in the minutes of the specially called meeting.

ARTICLE VIII

DUTIES OF OFFICERS

Section 1.  President. The president shall preside at all meetings, shall have the powers to appoint the committees to function for the duration of his/her time or at his/her pleasure, shall have the power to call special emergency meetings of the Association, Board of Directors, or committees. The President shall be the general administrative officer of the Association and shall have general charge and control over the affairs of the Association; subject to such regulations and restrictions as the Board of Directors shall determine. The President also has the authority to write checks in the absence of the Treasurer, should the Treasurer be unable to carry out his/her duties.

Section 2.  Vice-President. The Vice-President shall perform such duties as may be assigned to him/her by the Board of Directors. In case of death, disability or absence of the President he/she shall be vested with all of the powers and perform all of the duties of the President including having the authority to write checks in the absence of the Treasurer, should the Treasurer be unable to carry out his/her duties.

Section 3.  Secretary. The Secretary-shall receive all applications for membership and keep a full record of all members on the roll. He/she shall keep a complete record of all the minutes of the meetings of the Board of Directors and of the Association, which shall be subject to inspection by any member of the Board of Directors or of the Association as a whole, and shall perform other duties as may be assigned to him/her by the President or the Board of Directors.

Section 4.   Treasurer. He/she shall receive and disburse all Association funds and shall keep an accurate and detailed record of all receipts and disbursements; which record shall, at all times, be subject to inspection by any member of the Board of Directors or of the Association as a whole. He/she shall deposit all Association funds, coming into his/her hands, in the bank or banks as designated by the Board of Directors. All checks shall be issued and signed by him/her; provided that, in case of absence or inability of the Treasurer to act, checks may be issued and signed by the President or Vice-President of the Association. (The offices of Secretary & Treasurer may be combined.)

Section 5.  Sergeant of Arms. The Sergeant of Arms shall be responsible for repairs and upkeep concerning the Association building. He/She is to oversee scheduling the usage of the building and range to members, in good standing, as well as participating departments who have paid their annual dues for use of the range to qualify and to give a copy of the CCLEO Policies & Rules for Usage to all persons requesting rental. All rental fees, contracts and conformation of insurance notices are to be brought to the next scheduled meeting and turned in to the Secretary/Treasurer and this information shall be written into the minutes.  The Sergeant of Arms shall keep the Association’s calendar up to date. (This office may be combined with any other single office.

Section 6.  Board of Directors. The remaining Board members, in addition to the five elected officers shall consist of past officers and/or additional at-large members, in good standing, of the CCLEO Association. In case of a vacancy, the sitting President will appoint a replacement for the balance of the remaining term. The sitting President, if not reelected, will automatically resume a seat on the Board. The Board members are to make every effort to attend all of the Board meetings.

Section 7.  No officer shall conduct any Association business, except under emergency circumstances, without first communicating with another officer of CCLEO and gaining approval of such officer. Said business shall be entered into the next regularly scheduled meeting’s minutes, as well as the outcome of the business conducted.
